If this is not the case then how is "I am a Netgear router configured with "Live Parental Controls" being communicated to OpenDNS when my Netgear router is using the same DNS IP and source IP? I disable the "Live Parental Controls" and the Home VIP settings are applied (again, same source and DNS ip in the router). (and the config of DNS entries of the router does not change).
